Shuffle.com is the clearest example in this comparison of why a licence number is not the same thing as safety. Its paperwork is better than Cloudbet's. Its independent rating is less than half of it.
The licence is real, verifiable, and current
Shuffle publishes its credentials openly: the site is "owned and operated by Natural Nine B.V.", registration number 160998, "licensed by the Curaçao Gaming Control Board under license number OGL/2024/1337/0628".
We confirmed it in the regulator's own register, updated 6 August 2026: OGL/2024/1337/0628, Natural Nine B.V., B2C, registration 160998, status indefinite. Not expired, not under assessment. On this measure Shuffle is ahead of Cloudbet, BetFury, Rollbit, Thunderpick and Duelbits.
A small detail that tells you when the text was written: Shuffle still calls the regulator the "Curaçao Gaming Control Board", which is the body's former name — it is the Curaçao Gaming Authority now. Cosmetic, but it is the kind of thing worth noticing when you are judging how carefully a site maintains its legal pages.
And then the record
Casino.guru rates Shuffle's Safety Index 4.8 out of 10. The complaint history is 176 complaints in roughly two years: 62 resolved, 111 rejected, 2 open and 1 unresolved.
Read that carefully, because the headline is not the unresolved column. One unresolved out of 176 is fine. The problem is the volume and the rejection rate: 176 disputes on a site launched in 2023 is far more than Cloudbet has generated since 2013, and 111 of them were rejected. Rejections are usually players who fell foul of a term. A site generating disputes at this rate, and winning most of them on the rules, is a site whose rules you need to read before you deposit, not after.
Games and coins
The catalogue is large for a site this young, with slots, live tables, blackjack and originals. Coins named on the site include Bitcoin, Ethereum, Litecoin, USDT, USDC and Solana.
Why 4.5
This is the score that will look strangest next to the licence, so here is the reasoning in one line: the licence tells you who to sue, the complaint record tells you how often people end up wanting to. A 4.8 independent rating on 176 disputes in two years outweighs a clean register entry.
If you play here, read the bonus terms in full first and keep your own record of deposits. And set your limits before depositing: see responsible gambling.
