Rainbet

What its own terms say

Rainbet's terms state that the operator is registered in Anjouan, Union of Comoros, with company registration number 16077, at a registered address in Hamchako, Mustamudu, Anjouan, and that it is "licensed in Anjouan for the provision of online games of chance". The independent record at Casino.guru names the company as RBGAMING N.V.

Publishing the company number and address is more than several competitors do. What is missing is the licence number itself. A registration number identifies a company; it does not tell you the company holds a gambling licence. Anjouan does not publish a consultable register, so without a number the claim cannot be checked by anyone outside the company — the same gap Winz.io and MyStake have.

Three unresolved complaints on a two-year-old site

The ratio is what stands out. Cloudbet, trading since 2013, has 37 complaints and none unresolved. Rainbet has 25 in two years and three of them are outstanding — and only one has been resolved in the player's favour. On a young site with heavy marketing, that is the pattern worth watching, because a rising complaint rate is how payout problems usually announce themselves.
